Latest SLD Regulations (2025 JPJ/MOT Malaysia)

Starting October 1 2025, Government of Malaysia mandated the fitment of Speed Limiter Devices (SLD) on all commercial vehicles. Read further to know how this impacts you as a fleet operator.

Phase 2: January 1, 2026 onwards
Phase 3: July 1, 2026 onwards

Which commercial vehicles are affected by the SLD enforcement?

Answer: SLD Enforcement affects 3 primary group of vehicles. They are Express Buses, Tour Buses, and Heavy Goods Vehicles (weighing over 3,500kgs). Enforcement is to be done in three phases, depending on:

1. Readiness of the vehicle’s Electronic Control Unit (ECU) to enable SLD feature.
2. Year of vehicle registration (after or before Year 2015).

SLD Enforcement Phase 1 affects vehicles registered after 2015, and already has built-in SLD features in the ECU.

If the vehicles are already equipped with SLD feature in the ECU (Electronic Control Unit), you may contact the manufacturer to unlock/switch-on this feature.

If the vehicles do not have SLD feature in the ECU, it is subject to Enforcement Phase 3.

SLD Enforcement Phase 2 affects vehicles registered before 2015, and already has built-in SLD features in the ECU.

Similar to Phase 1, you may contact the manufacturer of the vehicle to unlock/switch-on this feature.

If the vehicles do not have SLD feature in the ECU, it is subject to Enforcement Phase 3.

Finally, SLD Enforcement Phase 3 affects heavy vehicles that do not have any built-in SLD features in the ECU.

These vehicles are required to retro-fit or install a JPJ certified SLD hardware.

Installation must be certified by authorised workshops, Technical Services or certified bodies.
